Homeland Security Secretary Kristi Noem announced on June 27, 2025, a groundbreaking agreement with Honduras and Guatemala to accept asylum seekers who would otherwise attempt to enter the United States. This move is part of the Trump administration’s intensified efforts to curb illegal immigration and increase deportations of criminals.
Noem emphasized that asylum seekers fleeing violence or oppression should have multiple options for refuge, not solely the U.S. “Honduras and now Guatemala after today will be countries that will take those individuals and give them refugee status as well,” she said. “The United States should not be the only option for refugees.”
This agreement complements the U.S.’s existing asylum pact with Canada. Notably, earlier in the year, Secretary of State Marco Rubio secured a related deal with Guatemala — but that arrangement treated Guatemala primarily as a transit country, not a refuge.
Meanwhile, Mexico rejected entering a formal asylum agreement, despite accepting over 5,000 deported migrants since President Trump’s administration began.
The policy marks a strategic shift in U.S. border enforcement by expanding third-country refugee options, aiming to reduce the strain on American immigration systems.
