A former mayor of East Cleveland has been convicted on numerous corruption charges following a high-profile trial that exposed a pattern of misuse of city funds and abuse of public trust. The verdict came on May 29, 2025, when a jury found the suspended Democrat mayor guilty of theft in office and multiple other offenses, including unlawfully benefiting from public contracts.
According to Cuyahoga County Prosecutor Michael C. O’Malley, the former mayor diverted over $75,000 in city funds to businesses owned by himself and his family members. These payments included a large quantity of cleaning supplies purchased from family-owned companies, which were charged to the city’s accounts. In addition to this financial misconduct, the ex-mayor authorized the use of a city-owned vehicle for a city councilman, along with gas cards totaling nearly $7,000 in fuel expenses, which were also improperly charged to municipal funds.
The councilman involved in the scheme was also convicted of theft and other related charges. Prosecutors revealed that he actively conspired with the former mayor, accepting benefits that included the city vehicle and fuel cards for personal use. As a result of the convictions, both men are now barred from holding public office for seven years.
Prosecutor O’Malley described the outcome of the trial as “inevitable,” highlighting the betrayal felt by the citizens of East Cleveland. “The residents deserve better leadership than what was offered by the previous administration,” he said. O’Malley expressed optimism about the city’s future under new leadership, emphasizing a commitment to transparency and integrity.
Following the arrest and suspension of the former mayor, Sandra Morgan was appointed interim mayor by Cuyahoga County Probate Court Judge Anthony Russo. Judge Russo praised Morgan’s dedication to the community, noting her extensive civic engagement and efforts to promote economic growth in Northeast Ohio. Morgan’s immediate priorities include restoring fiscal responsibility and rebuilding public trust in the local government.
The political transition, however, has not been without controversy. A dispute arose when the East Cleveland City Council President also claimed the mayor’s office, leading to a legal conflict over the rightful leadership of the city. Nevertheless, the focus remains on moving East Cleveland forward after a period marked by corruption and instability.
Sentencing for the former mayor and the implicated councilman was initially scheduled for June 9 but has since been postponed to July 9 to allow for further court proceedings. Prosecutors have recommended prison time, citing the severity of the offenses and the defendants’ failure to show remorse.
